I have first noticed this issue when testing NLOS for my OnePlus 3.
After starting the WiFi on my phone, 2.4 GHz WiFi appear and connect in about 2-3 seconds, while 5GHz WiFi networks take 20-30 seconds until they appear.
The XDA user nvertigo67 discovered that the solution/workaround is to delete or comment out the line which contains
gInitialScanNoDFSChnl=1
from the file
/system/vendor/etc/wifi/WCNSS_qcom_cfg.ini
